The Overview of Student Growth Percentile (SGP) PowerPoint presented by Assistant Commissioner Peter Shulman and Special Assistant to the NJDOE Chief Performance Officer James Riddlesperger.
· On Tuesday, there was a memo in the Commissioner’s Broadcast, which prepared stakeholders for proposed regulations and addressed other details pertinent to evaluation. That can be accessed here. There was also a guide released on the TEACHNJ Act which aims to provide clarity for educators on the details of the tenure legislation. That can be found here.
· On Wednesday, the Department proposed new educator evaluation regulations to the state Board of Education. Accompanying this meeting, there was a press release, as well as a website launch. The new regulations can be found here, and the power point used in the presentation can be found here and below. This officially launched the AchieveNJ initiative that will encompass all evaluation and support efforts in the state.
· Today, the commissioner sent an e-mail to colleagues to address these regulations and to direct people to all resources now available. Those resources are listed below and the e-mail can be found beneath that.

The New Jersey Department of Education (“the Department”) released the Evaluation Research and Policy Development Memo on February 5. The following topics are addressed:
· The publication of three reports that address the first year of the teacher evaluation pilot (2011-12) and the national impact of new teacher evaluation systems:
o The Evaluation Pilot Advisory Committee (EPAC) Interim Report
o The Rutgers University Graduate School of Education (RUGSE) Year 1 Report
o Culminating Findings from the Measures of Effective Teaching (MET) Project’s Three-Year Study
· Background and context for development of evaluation policies and a timeline of activities to date
· Descriptions of common themes from all three reports and the steps taken by the Department to address challenges and make improvements prior to statewide rollout of new evaluation systems
· An explanation of next steps in the development and communication of evaluation policies for SY13-14

The NJDOE Office of Teacher and Leader Effectiveness is responsible for ensuring that New Jersey has the highest-performing teachers and administrators by focusing on recruitment, retention, and development. The state’s teacher and principal evaluation pilot programs are housed within this Office. In addition to the pilots, in 2012-13, all New Jersey districts will need to meet capacity-building requirements to prepare for statewide rollout of the new teacher evaluation system. More information about these requirements can be found in the program FAQs.
Overseeing the Office of Teacher and Leader Effectiveness and the Teacher Evaluation Pilot Program is the NJDOE Chief Talent Officer Peter Shulman. He was one of the key presenters at the 2012 Commissioner’s Convocation, hosted by NJASA on February 29th.
During his comments, he reiterated the message that districts participating in both the 2011/12 pilot and districts preparing for the upcoming 2012/13 school year (both pilot and non-pilot) DO NOT have to select one of the following most popular instruments: (e.g. Danielson, Marzano, Strong, McRel, TAP).
